Tom agreed to sell his house to Joe for a higher price. Advise Joe whether he can sue Tom for a breach of contract. Explain the practical legal aspects in the said matter.

Country of applicability?[edit]

It's not clear here which system is being discussed. I get the impression it's US, which is fine but it needs to be explicit.
