What film is this Hitler's "NEIN" scene from?[edit]

He says "Nein" several times for the first two seconds of this vid before cutting to a Nazi parody of Nyan Cat.

Which actor looks like (or is) this guy?[edit]

I've been wracking my brain trying to remember his name or even where I saw him, but he had quite a bit of supporting roles in late '90s and early 2000s American movies. He's probably still working, but I don't watch movies anymore.

The guy who looks like him is at 14:20 of this video. Same face, same mannerisms, slightly shorter hair. The guy I'm thinking of often has his spiked. Sort of an Italian-sounding name, I think I recall. Something like "Vincent D'Onofrio", but not.
