Neutral. It's a great composition and a really interesting subject, but the limited amount of detail and the washed-out appearance keep me from supporting, as those factors significantly limit its encyclopedic value.--ragesoss (talk) 15:22, 3 July 2009 (UTC)[reply]
Certainly, valued pictures don't require the same level of technical quality as featured pictures, but when technical quality is low enough that it begins to interfere with encyclopedic value, then it does become a factor.
