This makes no sense. First you want to create this article. Then you want to have your draft deleted so someone else can create it. Then you're surprised that someone else wants to create it. Now you want to resubmit it again.

Who is "us"? You were ready to give up earlier but now you aren't? Something does not seem right here. One last time, you or anyone will not be permitted to submit a draft about this actor unless it can be explained what will be fundamentally different about a new attempt. If you cannot answer that question, then you need to find a new subject to edit about. If you persist in inquiries about resubmission, you will be blocked. If you do not understand what is being asked of you, you shouldn't be editing until you learn more about Wikipedia first.
