Have you considered adding it as a section in the Library circulation article? Currently Controlled digital lending redirects there. This is very close to meeting the minimum requirements. There are two steps remaining. First, at least one more source is required to demonstrate notability. The Michelle Wu article does not mention Controlled Digital Lending and both of the controlleddigitallending.org sources are primary sources. Please add at least one more in line reference which provides significant and independent coverage of this topic in order to meet WP:GNG. Second, while this article explains what CDL is, it does not provide very much information about how it works. There is plenty of space to expand this draft into a more complete explanation about how this works, is any library using it, and so on.
