A user cannot convert an article about one person to an article about a completely different person. A new article with a new title (probably with a description in parenthesis in the title, such as "general" or other identifier) is necessary. Please stop trying to overwrite Richard Prior, and read the advice above carefully. The American consultant is unlikely to be sufficiently notable for inclusion, but if he is he'd require independent reliable sources.
