Caught by a colocation web host block but this host or IP is not a web host. My IP address is 176.198.77.131, but the blocking message states that the network 138.199.18.0/23 has been blocked?!? Something seems to be wrong here. The same internet access provider was working fine for editing Wikipedia pages last week. 176.198.77.131 (talk) 01:55, 6 February 2021 (UTC)

Decline reason:

The IP range you give was blocked on December 20th as a Datacamp webhost. If you have a VPN or proxy on, you will need to turn it off and clear your browser cache before you edit. 331dot (talk) 09:03, 6 February 2021 (UTC)[reply]

Reply: But I do not use a VPN or Proxy, and I have reloaded pages / cleared the browser cache multiple times. Plus, as stated, I successfully enhanced Wikipedia pages until 2021-01-20, which is a month after 2020-12-20! IMO this is going quite wrong. 176.198.77.131 (talk) 13:06, 6 February 2021 (UTC)

My IP address is still 176.198.77.131, but the blocking message now states:

Editing from 212.102.56.0/21 has been blocked (disabled) by ‪ST47‬ for the following reason(s): ...

So the same story again:

The blocked range is unrelated to my IP, consequently my IP is not on a blocklist. It worked from this IP yesterday and last week, although the blocking of this IP range is older (as with the range before, in my last unblock request). As before, no VPN, proxy etc. is involved. Just a regular, local WLAN router between this computer and my internet provider. This looks to me, as if something with Wikipedia's blocking mechanism goes wrong, as blockings with unrelated IP ranges repeatedly block my IP. 176.198.77.131 (talk) 20:25,12 February 2021 (UTC)

Decline reason:

That IP address belongs to CDN77/AS60068 Datacamp. The problem is on your side, I'm afraid. You need to ensure your proxy/vpn is disabled and stays disabled, if you wish to edit here. It takes 24 hours after you disable it, before you are free to edit on Wikipedia. This IP address, 176.198.77.131, is not blocked. There's nothing wrong with the Wikipedia blocking mechanism. Oh, it is just that these blockings come and go every couple of days since January 2021, but seem to have stopped in April 2021 (or it is just a prolonged "works"-period, before ceasing to do so, again).
Note that while I reported this only twice, I saw this happening more than 20 times (coming and going) and hence have hit the blocking message more than 60 times! 176.198.77.131 (talk) 19:48, 7 February 2021 (UTC
