The Federal Parliament (officially the Parliament of the Volar Federation and commonly abbreviated to Parliament) is the supreme legislature of the Government of the Volar Federation. Created in 96 AE, it replaced the previous Supreme People's Congress of the Volar Republic. It is bicameral, comprising of the National Assembly (lower house) and the Federal Assembly (upper house). Both houses of Parliament are located in the Palace of Parliament in Eugizim, the federal seat of government. While the members of both houses are directly elected, deputies (members of the National Assembly) are chosen by first-past-the-post voting, while senators (members of the Federal Assembly) are chosen by closed-list proportional representation. Parliament has a total of 740 members - 560 in the National Assembly and 180 in the Federal Assembly, both set by the country's constitution. A session of Parliament is known as a term and lasts for three years unless dissolved, and Parliament automatically dissolves nine days before legislative elections, as required by law. While there is no term limit for members of either house, deputies serve for three year terms while senators serve for five before they are up for re-election.

The vice president of Volar presides over hearings of the Federal Assembly but cannot vote, unless the vote is to break a tie. Both Federal Assembly and National Assembly sessions are open to the public via television and live streaming, and public access to the Palace of Parliament is heavily restricted (but not banned outright).

Both houses are assigned specific duties by the constitution:

• The Federal Assembly is the sole house that may ratify international treaties, try impeachment charges (conviction of charges is done via supermajority vote), confirm nomination of High Viziers for the Supreme Court, Constitutional Court, and High Courts, administer parliamentary awards and medals, admit new states to the Federation, confirm appointment of the Prosecutor-General and Solicitor-General of the Volar Federation, and decide on the country's territorial changes, among others.
• The National Assembly is the sole house that may confirm the appointment of the prime minister and the appointment and dismissal of Cabinet ministers (although the act of appointment or dismissal can only be done by the President themselves), institute money and supply bills (revenue appropriation acts), file impeachment charges against the President and high-ranking officials, issue a vote of no confidence against the prime minister or the Cabinet, and approve or deny the appropriation of money to government ministries, among others.

The constitution also specifies the dissolution process for the Federal Assembly and National Assembly, which differs depending on the circumstances.

• The Federal Assembly cannot be dissolved without its consent except if the dissolution is required by law (the nine-days-before-election policy).
• The National Assembly can be dissolved without its consent, but certain conditions have to be met for the President to do so.

Parliament is not sovereign - the Supreme Court and Constitutional Court may declare a law unconstitutional, which annuls it unless it is modified or changed to be constitutional. The current parliament is the 16th Parliament, which convened on 15 January 132 AE.
