When Jessica Tisch was an undergraduate at Harvard, she used to carry wrenches in her purse. As coxswain for the men's rowing team, she wanted the tools handy for adjusting oarlocks and seats.

Ms. Tisch still goes around with what people might regard as unusual objects in her bag, and the point is still to help out her team. Only now she's carrying a beeper-sized personal radiation detector and a Bluetooth device that transmits its data.

They're tools used by police officers as part of the Domain Awareness System, the recently unveiled high-tech surveillance network whose development Ms. Tisch shepherded as director of policy and planning at the New York Police Department's Counterterrorism Bureau.

"My job is to make [the system] as usable as possible," she said. "The best way to do that is to use it yourself."

Despite a law degree and an M.B.A. from Harvard, the Tisch heiress was never drawn to the family business (her father, James Tisch, is CEO of Loews Corp.). She preferred public service and now spends her days thinking about infrastructure protection and explosive-trace detection devices while tending to projects from federal funding allocation through purchase and implementation.

"There's nothing I love more than going out and seeing a piece of equipment that I know I helped cops be able to use," Ms. Tisch said.

"She is very smart and strong willed," said her boss, Richard Daddario, deputy commissioner of counterterrorism. "Add to that an insistence on getting work done efficiently and on time, while finding creative solutions to challenging problems."
