Fair use image use[edit]

In January, User:Fang Aili removed the seal based on it being used under fair use here at Wikipedia. I've just removed it again. I've had discussions about this with members of ArbCom, and the position is that the {{coatofarms}} tag is insufficient as it does not state anything of substance about the licensing under which the image is used. It might be fair use, it might be public domain. Fact is, we don't know. We err on the side of caution here, and presume it is fair use. Any image tagged with only {{coatofarms}} should be re-tagged. Until such time as it is re-tagged with a licensing tag that permits use under situations other than fair use, we must presume fair use. --Durin 18:06, 1 May 2006 (UTC)[reply]

Explanation for reversion[edit]

I have reverted the so-called "cleanup" that changed the meaning of this userbox, since it relates solely to Wikipedians currently residing in Pennsylvania. For Wikipedians who hail from PA, there are other options available. -- Scjessey (talk) 21:48, 5 October 2010 (UTC)[reply]
