"Folker Von Der Zwaag" isn't much of a Dutch/Frisian name and I cannot find one born in the Netherlands. There is a "Folkert van der Zwaag" born on 9 Jan 1835 in Leeuwarderadeel (e.g. [1]). This person happens to be the only Folker(t) van/von der Zwaag currently at wiewaswie.nl (containing most of the Dutch records now sinces 1811), and he happens to be born in the right year.
