Clarification needed for ambiguous statement[edit]

The article states "The sphenomandibular ligament is most often damaged in an inferior alveolar nerve block". Does this mean

  1. "when an inferior alveolar nerve block is applied the sphenomandibular ligament is frequently damaged", or
  2. "the most common cause of damage to the sphenomandibular ligament is an inferior alveolar nerve block"
  3. something else?

This isn't just semantics; reading 1 says that "a frequent - or even almost unavoidable, by one reading of "most often" - corollary of a form of local dental anaesthesia is an unspecified amount of damage to a ligament" while reading 2 doesn't say this at all.
