POV[edit]

As with many politicians and staff who closely guard content, this article is a campaign brochure rather than a biography.

A sentence such as...

"Successful community and economic development also requires a willingness to invest in the physical, cultural, and social infrastructure of the city."

...is not biographical and should be deleted. It states a political opinion by the author. If not deleted, the political philosophy should at least be attributed to the subject (i.e. Qualls believes that successful community... ) while citing a quote or some other source demonstrating this belief. Content which is autobiographical or originates from other highly invested contributors will not achieve neutrality, but should at least follow proper form.
