This article says that on 11 November 1918 the Regency Council passed all authority to Józef Piłsudski. However, the article on Józef Piłsudski says that he was appointed Commander in Chief on 11 November, and on 14 November – Chief of State (Naczelnik Państwa). In other words, he only the highest military authority was transfered from the Regency Council to Piłsudski, and the civil authority – only three days later. This would also mean, assuming the date of Poland's indendence was 11 November, that the Regency Council was the first head of state of the Second Rzeczpospolita, i.e. during its first three days.
