Q: Niko speaks Serbian, Why isn't his nationality stated in the article??

Niko is a fictional character. Niko's nationality has never been divulged by the writers of Grand Theft Auto IV. Just speaking a certain language doesn't imply nationality of that country.

Q: Why does it say "A war in Eastern Europe"?

Niko is a fictional character. The name of the war that their character took part in has never been divulged by the writers of Grand Theft Auto IV.

Q: But Niko's nationality/the war name is obvious!

Because Niko is a fictional creation, and the writers of Grand Theft Auto IV have never revealed any of this information, Wikipedia uses the most exact information that they have released—i.e. We don't know Niko's nationality. We only know that the war took place in "Eastern Europe". Anything else, such as stating Niko's nationality because he speaks a certain language, fall foul of WP:OR and/or WP:SYN.

Q: But at the start of the game Niko says "What's wrong Roman, have you forgot OUR language?" and Roman replies "No cousin, it's been a while... speak English, your English is better than my Serbian" so that proves they are Serbian.

In a number of places the game features characters getting Niko's nationality wrong; the reference to Serbian could be a joke between the cousins about people incorrectly calling them Serbs as well. But because Niko is a fictional character and the writers of Grand Theft Auto IV have never divulged Niko's nationality, the claim for "our language" being proof falls foul of Wikipedia's guidelines on sources. A single line about speaking a certain language, doesn't imply nationality of that country.
