Serbia announced a shortlist of six eligible films: Circles (Srdan Golubovic), Counterfeiter (Goran Marković), Death of a Man in the Balkans (Miroslav Momčilović), Ice (Jelena Bajić Jočić), Mamaroš (Momčilo Mrdaković) and Withering (Miloš Pušić). Serbia will announce its official selection on 31 August.[2]

South Korea announced a shortlist of nine films which will compete to represent the country: The Berlin File, The Face Reader, Jiseul, Juvenile Offender, Mai Ratima, Montage, National Security 1985, The Terror Live and A Werewolf Boy.[3]

Latvia's eight-member Oscar selection committee voted for Mother, I Love You from a three-film list of eligible films. Aigars Grauba's Dream Team 1935 got two votes and Ivars Tontegode's Mushroom Pickers got none. [4]

Philippines announced a shortlist of nine films that would compete to be the Filipino submission: The Bit Player, Boses, Dance of the Steel Bars, El Presidente, On the Job, Supremo, Thy Womb, Tiktik: The Aswang Chronicles and Tuhog.[5] The Film Academy of the Philippines indicated that new Filipino films released in September 2013 could also be added.[6]

Russia confirmed its participation, indicating that ten films would be considered to represent Russia at the Oscars: Convoy, Expiation, For Marx..., In the Fog, Legend No. 17, A Long and Happy Life, The Major, Rita's Last Fairy Tale, Short Stories and Soulless. The Russian press also reported that an eleventh film, Fedor Bondarchuk's Stalingrad, was also going to be considered if the producers chose to premiere the film in an Oscar qualifying run prior to its October 2013 domestic wide release.[7]

Norway announced a three-film shortlist: It’s Only Make Believe by Arild Østin Ommundsen, by Iram Haq and Pioneer by Erik Skjoldbjærg. The winning film will be announced on 20 September.[8]

Iceland's Film and Television Academy confirmed its participation and announced that five eligible films were being considered to represent Iceland: Ferox (Falskur fugl), Of Horses and Men (Hross í oss), Rock Bottom (Þetta Reddast), Spooks and Spirits (Ófeigur gengur aftur) and XL. The membership of Iceland's Academy will vote between September 12–22, 2013, after which the Icelandic Academy will announce the winning film.[9]

Spain's Academia de las Artes y las Ciencias Cinematográficas de España announced a four-film shortlist: Cannibal by Manuel Martin Cuenca, Family United by Daniel Sánchez Arévalo, 15 Years Plus a Day by Gracia Querejeta and Scorpion in Love by Santiago Zannou, with the official Spanish submission announced on 25 September at the San Sebastian Film Festival.[10]

Italy announced on 16 September 2013 that seven films would compete to be the Italian submissions: The Great Beauty, Miele, Viva la libertà, Razza Bastarda, Viaggio sola, Midway-Tra la vita e la morte and Salvo. The membership of Italian's Academy will announce the winning film on 25 September 2013.[11]

Denmark Danish Film Institute shortlisted three films: The Hunt, The Act of Killing and Northwest. The winner will be announced on 26 September 2013 [12]

Israel announced on 14 August 2013 that five films would compete for Best Picture at the Ophir Awards and that per the rules of the Israeli Academy of Film and Television the winner would represent Israel at the Oscars. The five nominees are Bethlehem, Candies, Hunting Elephants, Magic Men and Six Times.[13] The ceremony will take place on 28 September 2013 in Haifa.[14]

Iran announced that one of twelve shortlisted films will represent the country for the 86th Academy Awards: The Past, Snow on the Pines, Needlessly and Causelessly, Modest Reception, The Last Step, The Acting Class, Bending the Rules, Painting Pool, Trapped, Hush… Girls Don’t Scream, The Vestibule, The Sinners.[15]

Flags[edit]

Thank you for everyone who has and who will work on maintaining this page. I have created almost all of the pages in this section and enjoy doing the research necessary to keep the page up-to-date. As you can see, I have added information on two official submissions, several shortlists and other information of use to people who access this page. These pages have traditionally included flags in the infobox. Last year, a certain user resorted to a lot of name-calling and edits verging on vandalism (but which do not meet the definition of vandalism per wikipedia rules) and refused to politely to discuss the issue of whether or not we should have these flags. It is true that MOS:FLAG#Flags discourages the use of flag icons in certain situations. However, as any reader of MOS:FLAG#Flags knows, Wikipedia specifically indicates that flags can be used in infoboxes for "international competitions". While it would be inappropriate to include a sentence indicating  Italy invaded  Ethiopia, it is perfectly acceptable per Wikipedia rules to include flags in sections such as these.

Examples include a list of goalscorers on the pages of World Cup competitions [[1]] and Pageant Notes on the Miss Universe competitions [[2]]. The list goes on and on. I respectfully ask that this issue be discussed rationally. Nobody owns these pages, including myself. If a user wishes to delete the flags and offer a justification on the Talk Page, then all users can discuss it and come to a decision. Wikipedia notes that "has the right to act as though he or she is the owner of a particular article." This rule was certainly not respected last year. Dear User, You do not own this page, and nor do I. I have presented the justifications using wikipedia guidelines. Your explanation that "Because I said so, and I will do what I want and delete your edits" is not constructive and violates Wikipedia guidelines.

As I already explained above (but which you ignored), the section we are discussing is NOT prose. Flags are allowed on other pages and were already included on other pages before you maliciously deleted them last year. They have always been on these pages and MOS:Flags allows them as I showed by sourcing other similar pages. If you have a rational argument other than "No flags...They will be removed", then make it. The flags will be restored when I have edits to make. I will not stoop to your level and delete your edits unless I have something useful to contribute (i.e. a new submission). If you continue to edit the page without any justification on the talk page, I will refer the case to dispute resolution per Wikipedia guidelines.

I am aware that you work hard on the pages, but so do I. If you recall, you asked ME for help for sourcing the older years of this category. I'm open to discussion and rational arguments. For example, we could include the flags with the bullet points you added. I'm also happy to help with your new project of preserving shortlists. You should probably read MOS:FLAG then. It states - "Inappropriate use. Do not emphasize nationality without good reason. Wikipedia is not a place for nationalistic pride. Flags are visually striking, and placing a national flag next to something can make its nationality or location seem to be of greater significance than other things." So until you can get a consensus against this, they will be removed. I suggest you dont waste your time adding them back, as they will be reverted. Thanks. As I have indicated before, MOS:FLAG indicates and I quote "Examples of acceptable exceptions include military conflict infobox templates and infoboxes that include international competitions". Flags are already present on the page in the table, so claiming that a Korean flag in the "Other Submissions" infobox is "nationalistic pride" but that a Korean flag in the table above is "acceptable" makes little sense. The flags must be kept for consistency. Happy to discuss the flag issue, but once again, you do not own the page (nor do I). You must offer a coherent argument to achieve consensus and cannot just say that will delete another user's edits (I notice you keep many of them).

Furthermore, it is inappropriate for you to add rumors like the Indian selection to the page. In reality, those Telugu films have little chance of being selected by India. It is also inappropriate to add misinformation like the language of the Finnish film (Swedish). Users should not add information unless you know the information to be correct. Hi Adtran. The article was created sans flags and I'm using the MOS:FLAG guidance as direction on this (which is correct). I recommend you seek a consensus, ideally with the Film Project to see what is the way forward. Happy to go with that. For now, the status-quo remains until a consensus shows otherwise. THanks. Hi Lugnuts. I almost laughed at loud when you noted as justification that "the article was created sans flags" since I created last year's article and you unilaterally started this editing war by removing the flags that were present on September 4, 2012 and when it was politely pointed out that all previous editions had the flags, you unilaterally removed them from other pages. Are you proposing that whoever creates the page can choose the format?

Also, I notice that on the edits page you make the comment "per talkpage/userpage (bear with me nazi admin...))" I'm a bit uncomfortable with your Nazi remark which I (and very possibly others) may find offensive. You might wish to read Wikipedia: No personal attacks which states "Personal attacks do not help make a point; they only hurt the Wikipedia community and deter users from helping to create a good encyclopedia. Derogatory comments about other contributors may be removed by any editor. Repeated or egregious personal attacks may lead to blocks." I recall you making similar (though less egregious remarks) last year.

I'm happy to try and seek consensus. The fact remains that I have responded in detail regarding MOS:Flags. The fact is that flags are acceptable for international competitions. You have offered no argument against this- just said to read MOS: Flags. I have read it, and believe the flags are both allowed, and improve the consistency of the page, since we use flags in the main table of the article. Thank you!
