High illiteracy rate?[edit]

The section on the creation of the ICAIC states that it was created out of necessity due to high illiteracy rates. However, UN Data for this period says that the illiteracy rates were painfully low, placing Cuba only the 4th most literate in the Latin American region. It's also suspicious that this section remains uncited. It should probably be rewritten. --Cawhee (talk) 00:38, 17 September 2015 (UTC)[reply]
