How do we know when an article is marked with Quality=Stub?

If an article is marked as a Quality:Stub at some date, then people add more to it, how do the people in the future know when the original Quality rating of Stub was assigned? As I read this article today there is a lot of information that can certainly be expanded and improved, but it appears to be long enough to pass the Stub criteria unless I don't understand something still. I see it is covered in the history section, but that takes quite a bit of searching. It would be great if that Quality= template could include the date is was assessed so future people can see what new items have been added since that time. Unregistered User deleted major sections without explanation

I was going to revert changes made by an unregistered user whose only modifications were to this article and that person gave no explanation for the removals. However, as I read the changes they were likely something I too would have done myself as we improve on this article.
