Please correct the logical ambiguity of the conjunction or and the misleading use of he/him/his.

During the next two years he was employed on the coast of Ireland or Do you mean both, either, or uncertainty? in the Channel, and in July 1805 was sent to watch the movements of the allied fleet under Villeneuve after its defeat by Sir Robert Calder.[1] On his return with the news that Villeneuve had gone to Cadiz, he stopped on his way to London to see Nelson, who went with him to the Admiralty, and received his (Blackwood or Nelson to command the fleet) final instructions to resume the command of the fleet without delay. Irish Tricolor??[edit]

Can anyone tell me why Blackwood's picture has an Irish tricolor above it? He is in no way associated with the Republic of Ireland, since he was born in County Down, the Irish Tricolor was an innovation in 1916, almost 90 years after Blackwood's death and he was a servant of the British Crown?
