Apparent factual conflict[edit]

Just wanted to mention something that came up as I added to the article. The Boston Globe obituary of Howe states that he held the rank of Lieutenant Colonel. Yet he was awarded the Medal of Freedom, which is a civilian medal, and the award citation states that it was for civilian service during the war. This is something of a contradiction, but I believe it can be explained by the fact that he served in the OSS, and therefore the military rank was given to him during his service with the Seventh Army.
