Oppose. Thank you for your suggestion. Please read up on naming policies (in the move discussion link box) - we do not put disambiguation tags (country, province etc) in all articles routinely, so it is not "incomplete" in any real sense. Compare for example Kampala, Entebbe, Wakiso, Hoima. It does not need disambiguating because we do not have another Fort Portal article. The article explains which country the town is in.
