I believe that all content from the Dictionary of National Biography (DNB) is sufficiently notable per WP:WP DNB, the DNB is certainly an adequate, reliable and notable source. See the projects one of many page of missing articles here.
The subject has several images in the National Portrait Gallery, also demonstrating notability, see here, here, here, and here.
The article itself has TEN references of which four are directly linked to for verification.
