Fair use rationale for Image:PatBenatar-CrimesOfPassion.jpg[edit]

Image:PatBenatar-CrimesOfPassion.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. The Image Fair Use template is on every damn album on WP - WTF? Can we not establish size parameters and make an Album Art template??? Neil Giraldo and "Geraldo" in the author listings is the same person, as stated under the Band part of the Pat Benatar-article, Neil Giraldo was incorrectly credited as "Geraldo" on early track listings.
