@Charliecombs: I think it's great that you found what appears to be a public domain version of the full text. However I don't think it adds to the article. Oftentimes in these articles only the preamble or other notable excerpt is added. I think the full text is more apropos at WikiSource:. @Lionelt: That does make since. Since it is excerpted from Congressional Record, I think it would be better to add it to that portal instead. That will take some time.
