Strange sentence

What is the meaning of the following?

... with the highest diversity in the Mediterranean region east to the Caucasus.

Where is the highest diversity? All of the Mediterranean region and all the way to Caucasus? Eastern Mediterranean region until the Caucasus (going east) Or east of the Caucasus (but close to, in the Mediterranean region)?
