What is the date of the PAPAL DECREE? and can we find a source that is not in the SECRET VATICAN FILES[edit]

"Thousands of Catholics from around the island gathered at the Sanctuary of Our Lady of the Monserrate last weekend to celebrate the papal designation of the 400-year-old church as a Minor Basilica" on October 24, 1999 per this source.^[1] It seems odd that they would celebrate the papal designation of minor basilica a year and a half later, which is what you added with: https://en.wikipedia.org/w/index.php?title=Bas%C3%ADlica_Menor_de_la_Virgen_de_Monserrate&diff=next&oldid=1051323191 (19 May 1998) but each time I remove the information it gets re-added. --The Eloquent Peasant (talk) 21:44, 22 October 2021 (UTC)[reply]
