The +/- figures appear to be the changes from the 2019 election. However, the 2021 seats were last contested in 2018. This has ended up with, for instance, the strange looking Hiltingbury section that says the Conservative Margaret Atkinson had a gain of 8.9% but lost the seat to the Liberal Democrat Anne Buckley who had a loss of 2.6%. If we regard the seat as 'gained' or 'lost', ie from the 2018 result (when Atkinson was elected), then the gain/loss figures should be from then too.
