That's basically right.  What we want to preserve is the co-operative
spirit, without an atmosphere of powerful people lording over the
weak.

We *are* working on a way for sysops to ban registered users, but this
power should only be used as usual, i.e. for banning "simple vandals".
This change is coming about because we had a vandal last weekend who
kept a lot of good people busy for a long time repairing damage.
