First sentence should introduce both civil and criminal removal[edit]

Toward the end of the article, criminal case removals are mentioned, but the first sentence might lead one to believe that removal to federal court only occurs in civil cases. I suggest a new first sentence that discusses what a removal is, and then to restate the existing first sentence to begin discussion of civil removals.
