Ideas for new patrols[edit]

I do not understand patrols, can someone explain this?[edit]

Hello. A new user asked me why they got a message that they were patrolled by DragonflySixtyseven. I checked that user's talk page, and at this time there are like 25 messages from people in the last month asking why they were patrolled. The alert that is give is "(whatever page) was patrolled by DragonflySixtyseven", and obviously this message is confusing a lot of people because they keep asking what it means.

  1. By what process is this message given?
  2. Can we change the alert to include a link which people can follow for information about patrolling? Where should such a link go? Is this page the explanation page? Why is there no discussion here if so, because this seems like a big issue that a lot of people question.
  3. Is "patrolling" associated with a userright?
