The idea behind a jury system is that adminship requests would be reviewed by a panel of people acknowledged as experts rather than the community at large. Sources of such experts would include:

  • currently active bureaucrats,
  • select senior administrators with both (elected by bureaucrats), or
  • a subset of the above in rotation

Candidate for membership would be by independent nomination only. The criteria for selection would be:

  • extensive and serious contributions including initiation of significant new articles and major contributions to a featured aticle.
  • skill in adminstration as demonstrated by 6 months in grade and involvement in resolving serious controvery(ies).
