The Outer Harbor Terminal Railway Company, hereinafter called the carrier, owns and operates a standard-gage, steam-switching railroad, located at Los Angeles (San Pedro), Calif. The mileage consists entirely of yard tracks and sidings aggregating 6.292 miles. The property is located upon land owned by the city of Los Angeles but subleased from the Outer Harbor Dock and Wharf Company. The latter company controls the carrier and is the owner of extensive dock and wharf facilities in what is known as the Los Angeles Outer Harbor District situated along San Pedro Bay. The carrier performs a general switching service between industries and other railroads.

Under agreement dated August 29, 1927, the carrier, with our authorization of December 23, 1927, Finance Docket No. 6578, 1.3.1. ICC 793, acquired for operation, from the Outer Harbor Dock and Wharf Company, the latter's railroad property, built from 1914 to 1925, located on public domain leased from the city of Los Angeles, Calif. The carrier did not take over the property for operation until January 1, 1928, but for the purposes of this report the property is classified as owned and used as of December 31, 1927, the date of valuation, and the final transactions and accounting in connection with taking over such property are considered to be as of date of valuation.


CORPORATE HISTORY

The carrier was incorporated July 9, 1927, under the general laws of California, for the purpose of acquiring and operating the railroad property located upon right of way held by the Outer Harbor Dock and Wharf Company under lease agreements with the cities of Los Angeles and San Pedro, Calif., and subleased to the carrier under our authority December 23, 1927 (131 I.C.C. 793) The date of organization of the carrier was August 29, 1927.

DEVELOPMENT OF FIXED PHYSICAL PROPERTY

The road, all owned, of 6.292 miles was all acquired by purchase from Outer Harbor Dock and Wharf Company. The property was constructed by the latter company in the following years: 1914, 2.110 miles; 1916, 1.740 miles; 1921, 0.760 mile; 1922, 0.950 mile; 1924, 0.370 mile; and 1925, 0.450 mile; total, 6.380 miles. The difference between total recorded mileage and mileage inventoried is 0.088 mile.

No lands are owned by the carrier. The carrier uses lands leased by Outer Harbor Dock and Wharf Company from the cities of Los Angeles and San Pedro, Calif., which are inventoried to it as
