Computer books in Dewey Decimal System[edit]

How did computer books end up in the 000s section of the Dewey Decimal system, instead of, say, somewhere in the 600s? Are there any good resources out there that explain how the Dewey Decimal system developed over time? That is, how was it decided that certain subjects would be classified together?

There's a passage in Everything Is Miscellaneous: The Power of the New Digital Disorder that seems to offer a reasonable explanation: basically that it was put there because there was no room in the 600s.
