Hi! About File:Game of Pawns.jpg, generally U.S. federal government publications are public domain. Unless the film says it's copyrighted and/or there is an indication that the government doesn't own the copyright I think that the still and the full video are safe to upload on the Commons WhisperToMe (talk) 23:13, 24 April 2016 (UTC)[reply]
