Since both the articles, West Bank, State of Palestine are 'Extended Confirmed Protected', which prevents edits from all IP editors and any registered user with less than 30 days' tenure or fewer than 500 edits. I don't know why the article got published outright. Previously when creating a page it was first a draft, and then after finishing it, you needed to publish it.
