Tut tut. That remained there for a while, you know. Clearly the CVU is losing its touch. How despicable.
It wasn't intended to be cute, nor was it intended as direct vandalism. However, no-one picked up on the point being made, which I suppose is about par for the CVU course.

In that, I guess I agree with you that the CVU is losing its touch. It should have been much shorter than fourteen minutes. I realize it wasn't direct vandalism; I think I have the keypresses for "rvv" as muscle-memory now :) You admins have it easy. Regardless, to me at least, the CVU isn't a military group or whatever, it's just a way of pointing out that you are fighting vandals, like RC patroller. People get too caught up in things at times. The template states:
Administrators: If there is a legitimate reason to remove the block, please do so; otherwise, please leave a note to that effect on the user's talk page.
