I am one of R d's friends and he told me to delete his account but I can't totally delete his acount because I am not an administrator.

He's going to have to ask himself. If he lost his password and registered an E-mail address, then he can have it sent to him, then request the page be deleted by tagging it with {{db-author}}. Otherwise, take it up with an admin over at the noticeboard, but unless it can be proven he truly wants a delete, it's unlikely to happen.
