Advice on procedure

This concerns the article Romuald Giedroyć, in whose talk page on November 5, you clearly stated that there was No Consensus. User:Marcelus wrote to you later that day on your talk page, so, he clearly knew about your closure. Despite that, he moved the page on January 18 from Romualdas GiedraitisRomuald Giedroyć, which is a clear breach of Wikipedia guidelines and rules. Perhaps you could revert Marcelus' unwarranted move. I was thinking of writing about this in WP:RM and it requires involving the closer of the discussion - as this is my first time doing this, perhaps this should not go to WP:RM, but elsewhere, I don't know.
