Anyone can report a 3RR violations but only administrators can take action and block the user. I'm not an admin. On what you should be doing, you should be talking on the talk page as you are now. Unfortunately, I think this is unwinnable for you. There are absolutely no lyrics on Wikipedia unless a certain part of the song was noteworthy and reported in a published source.
