Is a quite tricky subject even for experienced editors, especially for lists as the criteria are not necessarily obvious or straightforwards. I can see you've had a lot of articles rejected recently, which must be discouraging. If you don't mind a word of advice, it's significantly easier to contribute by improving existing articles than starting new ones.   • We need inline citations for more direct verification of information within the article, especially since this appears to be a biography of a living person (judging by the lack of a death date). That aside, the German Wikipedia article could be used to expand this draft; I'll quickly go tag the draft as being expandable via translation.
