Hi. Even though you have already resorted to edit warring and apparently also to sock puppetry, I still assume good faith based on your comment "I'm Indonesian, live in Malang". However, your presumed first hand knowledge contradicts official sources: the official regulations can be found here (check Pasal 2 and 6). Further, the offcial website of Malang (yes, Malang!) explicitly mentions the salutation of the "Flag of East Java Province" in a public celebration.
