Unfortunately, Wikipedia can only use free images and can't use ones that are non-free (basically, Wikipedia can use public domain and freely licensed images, but not fully-copyrighted images). The US and Russia are special cases in that they release images info the public domain and under free licenses, respectively. So for those two presidents we have great formal portraits. Other countries don't have the same policies, so we are left having to take what we can find that is free. (For example, that picture of Zardari actually comes from the US government!) So, that's why there are great Obama/Medvedev photos but the Zardari photo isn't quite as good...
