We don't use cn template that way. Also tagged ISP in ip talk page as talk page header is very common thing. Ans ISP is not equal to open proxy. It is the admin not trusting some of your from Hong Kong that creates "disruption" and lead to 219.76.16.0/20 and 124.217.188.0/23 blocked for a month. And if that guy keep on using new ISP and still creates "disruption" i can't tell the admin will block more ip range or not. Matthew hk (talk) 12:50, 25 January 2021 (UTC)[reply]
Still that's your burden to prove that there are proxy users on this ISP's network when you are applying this tag with this allegation. If you failed to do so you've abused the tag. Who is/are "the admin" were you referring to, by the way? And who's "that guy"?
