The 212.219.0.0/16 range covers a large number of academic and local government establishments connected to the JANET network. In some cases a local council's IP range will in turn feed primary and secondary schools as well as corporate systems. Care should be taken if blocking ranges to avoid inadvertently blocking other unrelated organisations.

Current block of 212.219.0.0/16 (covering hundreds of educational and government establishments in Britain) states "Please log in or create an account to edit" yet account creation is also blocked. If millions of young people and educational staff are to be prevented from anonymously editing Wikipedia, surely account creation should be allowed if that's being suggested as the official solution?
