Background

Dennis Kucinich had become mayor after winning the 1977 mayoral election. He had previously been a member of Cleveland's city council, and was able to gain a greater vote in the nonpartisan primary than incumbent mayor Ralph Perk, which lead to a victorious run-off against state representative Ed Feighan.
