I was beginning to review your submission at Article for Creation when I noticed this file. The upload form indicates that you created the work and release it to the public domain. The article you submitted indicates Mr. DeKolb died in 1985. So, we have a problem here. Taking someone else's name as your username does not give you the right to release their copyrighted material into the public domain, as I'm sure you are aware. If a valid rationale for fair use is not added to this image, it will be deleted from Wikipedia. Beeblebrox (talk) 20:12, 28 March 2009 (UTC)
