According to FINA official page there is some problems with this progession: http://www.fina.org/project/index.php?option=com_content&task=view&id=647&Itemid=9
The current world record is attributed to Alain Bernard with 21.50. But if we consider Cesar Cielo Olympic record of 21.30, there is still one lower.
