medal given in a naval yard?[edit]

has there ever been a case where a medal of honor was not presented to the recipient by the president of the united states? sounds odd to me that this captain was given such an honor and the president wasnt the one who presented it. where was president johnson that day? does anyone know? McGongale was the only recipient in modern times to be awarded the medal "on the sly". This was pure politics. Indeed it was "pure politics". But unless you provide a reliable source I doubt the reason had to do with Captain McGonagle being ineligible (<-- correct spelling) because USS Liberty was the victim of friendly fire. President Johnson did not want to be associated all with anything that had to do with the incident, actually he is being quoted to have said "I will not embarrass an ally" when he ordered (twice I believe) that the American fighter jets sent from the air-carrier Enterprise to help the Liberty, to be recalled. Also, where you say "therefore the government did not consider the Liberty incident to be friendly fire" it is the exact opposite. The US government did consider the incident to be friendly fire. Deliberate Israel attack[edit]
