Village or city? The Great Debate[edit]

By population, I'm thinking village; but the OH Secretary of State lists Waverly as a chartered city, and this isn't an issue of not being up to date since the population was 4,477 after the 1990 census. In Gallipolis' case, once the city dropped below 5 grand with the 2000 census, it was listed as a chartered village. I can't see how it can possibly be a city. §703.01B of the Ohio Revised Code states the following: "Cities, which, at any federal census, have a population of less than five thousand, shall become villages." It seems like it would be a lot easier for the Secretary of State's office to make an error than for the Ohio Revised Code to make an error in the legal definition of a place. I'm from Waverly. Waverly is 100% a village at the moment. There are still some old signs that say "Waverly City", the local school district is "Waverly City Schools", and the local government website has lots of outdated content. However, with a population under 5k, Waverly is a village, and the local legislature is referred to as the Village Council. AxolotlFridge (talk) 09:35, 28 December 2023 (UTC)[reply]

I mentioned that. You may notice upon visiting that it's an old and outdated website, and a large banner at the top reads "VILLAGE OF WAVERLY NEW WEBSITE COMING SOON". The History Section mentions "the early days". I'm not sure what that means or when that was or how long the "early days" lasted. I have placed a "citation tag" requesting clarification.
