I just watched this episode, the leader of Crodon's homeworld that Sisko communicated with did not seem xenophobic to me. Earlier in the episode, when Crodon was offered a lawyer from his home planet, he laughed because his planet did not have trials for criminals. I believe this was reflected by the leader's attitude when in communication with Sisko.
